About computer chips , design 2nm chip design in India using Melissa chip based computers, pico seconds, micro Gold wires

Today I came to know about 2 nano meter transistor chip designwork being done in AMD Hyderabad-india. It appears that the design would be made in some special software and uploaded to the chip foundry(not in India) where the actual physical chip would be made.even the chip foundry people wouldn't know, to what purpose the chips would be used by the buyer. I was speaking with Dr. Chandra shekar , who had done his PhD in Vignan University , Vijayawada on VLSI chip design and now presently working on the software design of 2 nanometers circuits in AMD office of Hyderabad-india. It appears that there is a chip foundry in India by the name of  SITAR in Pune that uses old technology to make 180 nano meter chips.i asked him whether he did physical work for his doctorate for proof of work, and I learnt that we can give specifications to foreign chip foundry fabricate chip, where cost is same as in real estate. In VLSI a wafer is subdivided into smaller areas and they would quote a price for fabricating a small part.i asked him about the chip performance over a decade of use and learnt that the chip perse would be fine, but the connections leading into the silicon chips could malfunction like the micro Gold wires that would come off the hinges due to heating or the signals coming out of chips would vary. I also learnt that even the connectors used in optical broadband connections have rudimentary chips inside them. He also referred to the fellow classmate who did his doctorate in Natural language processing has gone abroad to do his doctorate, when our conversation shifted to Large language models and the redundancy of learning high level languages like C or Java, since Chatgpt or Gemini can do the work now.when he went through the article that I showed him in "the economist " magazine about using droplets of tin to make eight nano meter chips, he told that it's old technology, since now  he's doing software design for 2 nanometer chips, where pico seconds matter-when I told the scenario of stock trading from a terminal away from the exchange server for placing orders(where micro seconds matter)
