how this works

i am unable to fathom how this blog works.because when i click the publish post button it gives me two options to do.publish only the index or publish the entire blog.now what does that mean?. am i directly giving instructions to the server ?. the blogging in msn spaces and www.xanga.com appears simple in comparison to the blogging activity that i do in blogger.com why is this so?.
