When central government is ruled by one party and state government is ruled by another party, one thing shouldn't be lost sight of, viz., both the governments are being elected by the same set of people. it means that the welfare of the poeple should be one of the highest priority of both the central and the state adminitration. seen from the sheer numbers perspective too, both stand to benefit if the welfare of the common voter is taken care of. Only if the voter survives(Very much relevant in today's scenario), he or she would be able to vote. seen in a constructive way, all efforts needs to be taken to ensure the welfare of the common voter. Cooperation between the central government and the state government is very much essential in this regard to made it into a win win situation instead of a zero sum game.
